The University of Kansas continues to develop plans to reopen campus for the fall semester. Our goal is to welcome back as many students as we can while continuing to prioritize the health of our community. To do this, we must continue preparing a dynamic and flexible educational experience that accounts for the realities of life during and after a pandemic. This means rethinking everything from how we design classes, to how we deliver housing and dining services, to how we accommodate extracurricular activities and events.

On June 29, the university shared the Protect KU plan, which introduces the ways we will protect students, staff and faculty as we work to reopen campus this fall. The plan provides the latest information regarding COVID-19 and summarizes the decisions, protocols and procedures KU is implementing associated with reopening and covers topics such as health and safety, working on campus, and contingency planning.

The policies, guidelines and responsibilities in the Protect KU plan are based on the most current information and advice from the Centers for Disease Control and Prevention and local health organizations. If individually and together we follow the measures set forth in our plan, our combined effort will enable us to protect our people as we go about our research and creative activities, and provide our students the experience they expect, while reducing the risk of spreading COVID-19.

Of course, all plans are subject to change based on the latest medical guidance and evolving circumstances. We will continue to partner with – and rely on – each of you to help us continue to develop our plans in the weeks ahead.

The fall semester academic calendar will change to minimize potential health hazards. Fall classes will begin as planned on August 24, and classes will take place Nov. 23 and Nov. 24 right before the Thanksgiving holiday, at which point students are encouraged to leave campus for the semester. After Thanksgiving, there will be a study week, followed by a week of final exams conducted remotely. There will not be a Labor Day holiday or Fall Break.

Study week provides students the week right before finals to integrate the material learned over the semester, prepare for final exams, and complete extensive final term projects. Since most formal in-person classes won’t be held during study week, students are encouraged to attend virtual review sessions offered and to meet virtually during class time with other students to work on assignments or study for exams. Because of licensing, accreditation and contractual reasons some courses, programs and schools may be exempt from a virtual format for study week. More information will be available soon.

Pending approval by the Kansas Board of Regents, the first day of the spring semester will change from January 19 to February 1. Stop Day and Finals Week remain unchanged. Spring Break will not occur midway through the semester as it typically does; rather, it will be added to the Winter Recess, resulting in the later-than-normal February 1 start.

Our goal for the fall semester is to maximize the in-person classroom experience to the greatest extent possible. KU is committed to ensuring the majority of students, if they choose, have the majority of their courses with in-person instruction in whole or in part. In-person scheduling will prioritize typical freshman courses, labs or courses that are most effective in-person, courses involved in the KU Core, and courses that are required to complete a degree.

To ensure flexibility and meet the specific needs of students and instructors, we will provide support this summer for faculty to design and develop fall courses so the same section can be offered in multiple formats— i.e. in-person, online and/or a hybrid approach — while ensuring that each format is a highly engaging experience for our students no matter where they may be.

Additionally, we will modify time between MWF classes to 15 minutes to avoid congestion in buildings, walkways, buses and other areas. We are piloting a health monitoring app that allows each Jayhawk to check symptoms and access secured buildings based on health status on a daily basis, and we are marking each building to change traffic patterns to help de-densify campus.

Students, as we finalize the class schedule this summer, those of you who have already enrolled can expect there may be some adjustments to your fall schedules. We will reach out to you in July with more information about how your schedule may change.

Testing and contact tracing will be key to a thoughtful and science-based return to campus in the fall. Through our on-campus Watkins Health Services, we will be partnering with The University of Kansas Health System and LMH Health to coordinate our testing and contact tracing efforts, in conjunction with Lawrence-Douglas County Public Health and the Kansas Department of Health and Environment. This partnership will enable KU to access our partners’ medical expertise, technology and data in ways that will benefit both our campus and the broader Lawrence community.

We will provide further details later this summer with guidance for how our students, staff and faculty will participate in testing activities.

The pandemic is fluid, we can’t predict it, and we don’t know when it will end – so we need to leverage the best of physcial place and the best of virtual space to create a community of learners that is not solely bound by either. The best answer to our situation now is to provide as many courses in blended and hybrid formats as possible.

The Office of the Provost has prepared extensive guidance to help instructors plan for the fall semester.

We know some of you have underlying health conditions – such as asthma, hypertension, diabetes, chronic lung disease, or weakened immunity – that may put you at higher risk if exposed to the virus. We are ready to work with you to make reasonable accommodations for the fall 2020 semester.

We will use the same process for COVID-19 as we use for other ADA accommodation requests. Details are available at http://humanresources.ku.edu/employee-accommodations. Please fill out your forms as soon as possible so we can ensure your work is covered appropriately. Per federal guidelines, please be prepared to provide documentation from your physician when you apply. Contact our ADA Resource Center for Equity and Accessibility at accessibility@ku.edu or 785-864-7416, and they will help you make plans. If it is the case that you are not eligible for an accommodation, we will work with you to determine what options may be available to meet your needs.

As of now, all employees are encouraged to continue working remotely as much as is possible. Where we can conduct business and minimize in-person interaction, we will to the fullest extent possible. Supervisors have autonomy to make work arrangements and assignments that allow as much work as possible to be completed off campus, help ensure people are physically separated, and enable meetings to be held by phone, Skype or other technology.

Hiring freeze

Even though we’ve taken great measures to ensure the university continues to operate and students continue to learn under these extraordinary circumstances, the pandemic has already had a significant financial impact on our institution. The uncertainty of these times requires us to take precautions that will help us weather what we can expect will be a continuing hardship. Until further notice, the University of Kansas is implementing a strategically focused hiring freeze that will serve as an initial step to address financial implications of the pandemic. A hiring freeze will help us begin to re-establish our financial footing as we map out a structured recovery plan. These decisions are never easy and often raise new questions. We’ve worked with several campus leaders to develop guidelines that help us remain true to our mission while also being fiscally responsible.

On-campus residential facilities and dining centers will be open for the fall semester, and modifications will be made to promote physical distancing and other health and safety measures in each building. Most facilities will operate near capacity, with additional shared community expectations in place to prioritize the health and wellness of students who live – and staff who work – in these facilities. The move-in process will be spread over a longer period of time to reduce congestion and allow for physical distancing. More information from KU Student Housing will be shared soon with students. For details, visit KU Student Housing's coronavirus webpage and the KU Dining website.

On May 18, the State of Kansas moved to a new phase of its reopening plan. In accordance with those guidelines, the university community may be able to resume some limited travel activities by following appropriate personal and community safety precautions.

Lawrence and Edwards Campus staff, faculty and scholars who need to travel for essential work-related purposes may take part in selected inbound and outbound travel, provided individuals follow certain guidelines.

These updated guidelines apply only to travel and should not be interpreted as blanket permission for any activities — such as field or clinical research, business or conferences — that may be planned at permitted destinations. Faculty, staff and students are asked to work with appropriate unit leaders to obtain the necessary permissions that may be required for those activities.

Most travel at this time is considered nonessential. Travel for conferences, professional development or speaking engagements, and other activities not under a person's core job function is considered nonessential travel. Essential travel includes travel absolutely necessary to fulfill one's core or primary job function and/or to provide crucial support to the university, such as essential research or lab work. Any essential travel must be approved in advance.

Outbound Travel

University sponsored domestic travel may resume provided it is:

  • Domestic travel — no international destinations
  • Conducted via automobile — for ongoing concerns, no air travel will be considered at this time
  • To an area not listed as high-risk as determined by the Kansas Department of Health and Environment.

Travelers must register their university travel plans in advance through the Shared Service Center form or through their unit's travel request form. During travel, individuals will be expected to follow recommended personal protective actions such as social distancing and wearing face masks when in public settings. Visitors to KU must comply with KU rules for safety and protective actions. Non-essential travel to KU by visitors should be strongly discouraged until travel restrictions are eased further.

Personal Travel

Individuals are encouraged to minimize nonessential travel in keeping with State of Kansas guidelines. • Student academic or personal travel
  • KU Medical Center travel (please follow guidelines communicated May 13)

International guests, students and parents

International students are encouraged to partner with International Support Services to explore options and make decisions. The staff’s expert knowledge can help protect immigration status and help students navigate issues related to on-campus and off-campus housing, completing the semester, how to depart campus in light of travel restrictions, and considerations for accessing online courses and maintaining contact with professors from abroad if they leave the United States. International students living on campus should also seek ISS guidance on staying in the residence halls.

For details, visit International Support Services.

Information specifically tailored to parentsof international students is available at International Support Services' dedicated parents page.

Study abroad

All study abroad and university-affiliated travel outside the U.S. by University of Kansas students is currently restricted.  As a result, all summer 2020 study abroad programs have been cancelled. The University of Kansas will make decisions on the operation of Fall 2020 study abroad programs on a case-by-case basis approximately 60 days in advance of program departures. Students will be notified directly of program status at that time.  At this time, study abroad programs scheduled for January 2021 and beyond are proceeding as planned.

For details, visit the Study Abroad & Global Engagement coronavirus response webpage.

No in-person university events are being held at this time.

The university's Commencement ceremony, scheduled for May 17, was postponed and will be rescheduled at a later date.

Additionally, per an April 17 announcement from Provost Bichelmeyer, all summer events and youth programs need to be canceled or moved online, at least through August 7, 2020. Deans and other unit leaders are encouraged to explore remote-connection opportunities to engage with audiences that would prioritize the health and welfare of participants in their programs during the summer window of May 17 and at least August 7, 2020.

Looking ahead to the fall, the university is still developing plans to ensure campus is able to host events to the greatest extent possible while still ensuring health and safety.

Planning and response

Earlier this year, both the Lawrence and KU Medical Center emergency management teams turned their attention to coronavirus and began daily monitoring and planning. These campus teams continue to meet daily and have access to the latest information from national, state and local health officials. These emergency management groups continue to plan for scenarios that could affect our campuses.

Guiding principles

We have a strong team that is assessing conditions regionally and across the nation and is making recommendations guided by the following principles:

  1. Keep KU open so it can provide services to the fullest extent possible given unprecedented circumstances.
  2. Maintain continuity of operations that support the academic and research missions of the university.
  3. Prevent the spread of the disease at KU and beyond.
  4. Protect members of the KU community through self-quarantine and social distancing, especially:
    1. those who may have been exposed
    2. those with chronic health challenges
    3. those currently sick
  5. Encourage the KU community to be informed and practice healthy behaviors by following CDC recommendations.

  8. Provide clear communications to the KU community.
  9. Provide exceptions for mission-critical activities on a case-by-case basis.

Health, wellness and safety

Safety is each of our responsibility. While no one can ever promise complete safety to another – this was true prior to COVID-19 and will be true after – we are so appreciative of all the people who are giving tireless effort in campus workgroups to explore options that support greater safety for our campus.

While we are providing for your safety, we need to also ask that each of you provide for the safety of your fellow Jayhawks, as well as for your own, when you return this fall. The Protect KU plan, released on June 29, includes information about how we will protect students, staff and faculty as we work to reopen campus this fall. The plan includes information about decisions, protocols and procedures KU is implementing associated with reopening.

As of June 18, the Executive Policy Group has implemented an interim measure requiring the use of face coverings. When present on campus, all faculty, staff, students, affiliates, visitors, vendors, and volunteers must wear a face covering (cloth face covering, surgical mask, etc.) over one’s mouth and nose when in common areas of a building and when within six (6) feet of another individual(s) anywhere on campus.

These plans are summaries and are anticipated to evolve to meet the changing needs of the KU community. Updates will be provided as they become available.

To protect equipment, property, and work in progress during this period of reduced on-campus activity, most non-KU Student Housing campus buildings will remain locked 24 hours a day through the summer. Deans and directors have identified mission-essential faculty and staff. Many of those individuals have either key or card access to their buildings. Mission-essential employees who already have access to their locked building will retain the same key or card access that they had. Access will be provided to those mission-essential employees who need it. If you have been designated mission-essential on campus by your dean or director and do not currently have building access, please submit a service request at maximo.ku.edu. Other employees who need to retrieve essential personal belongings should work with their unit director to identify opportunities for limited building access.

KU police and security officers will be working ensure all campus buildings are locked. It is critical that the mission-essential employees on campus support building security efforts by refraining from allowing unknown people in, blocking doors open, and allowing others to follow behind you. Please take the extra step to make sure doors shut completely and lock as you leave the building.

We are still developing building access plans for the fall semester.

Rock Chalking From Home

We’re calling on KU faculty and staff to submit content showing off their remote workspaces or classrooms. In sharing your entries, we hope to showcase Jayhawks’ one-of-a-kind creativity and resilience through these difficult circumstances.

Send your submissions to socialmedia@ku.edu. Entries should include a visual and/or audio component: photos, video, a recorded soundbite — anything shareable on social media. If you plan to share the content on your own social media channels, we ask that you use the hashtag #RockChalkRemote.
